Every forklift that goes to work today is supposed to be examined first. That's not a best-practice suggestion — it's federal law, and it's written in four short sentences of OSHA's powered industrial truck standard, 29 CFR 1910.178. What's not in the law is most of what the internet claims about it: mandatory checklists, signed records, three-year retention rules. This guide gives you the actual requirement in OSHA's own words, the full engine-off and engine-on checklist by truck type (electric, internal combustion, and LP), the tire and wheel checks almost every list skims, and a free one-page printable checklist your operators can clip to a clipboard.

The short answer

  • Yes, a daily examination is required. OSHA 1910.178(q)(7): forklifts must be examined before being placed in service, at least daily — and after each shift where trucks run around the clock.
  • No, written records are not required by federal OSHA. OSHA's own interpretation letters say documentation is at the employer's discretion. A signed checklist is still smart — it's your proof and your defect history.
  • The exam has two halves: a pre-start visual walk-around with the truck off, then operational checks with it running — with extra items for electric, IC, and LP trucks.
  • A truck that fails doesn't work. Any condition adversely affecting safety keeps it out of service until it's fixed — by authorized personnel, not a quick operator patch-up.
  • The most-skimmed line is tires and wheels. Wear to the limit line, chunking, press-on band separation, and lock-ring condition are exactly the defects that strand a truck mid-shift.

What OSHA actually requires — in OSHA's own words

The daily inspection rule is 29 CFR 1910.178(q)(7), and it's worth reading verbatim because the details matter:

"Industrial trucks shall be examined before being placed in service, and shall not be placed in service if the examination shows any condition adversely affecting the safety of the vehicle. Such examination shall be made at least daily. Where industrial trucks are used on a round-the-clock basis, they shall be examined after each shift. Defects when found shall be immediately reported and corrected."

Unpack those four sentences and you have the whole rule:

  • The trigger is "before being placed in service." The exam happens before the truck works, not sometime during the day.
  • "At least daily" is the floor. A per-shift exam is explicitly required only where trucks are used round-the-clock. (Checking every shift is still the industry consensus practice — the ANSI/ITSDF B56.1 standard, 2009 edition text at §5.5.1, says to check the truck's condition "at the beginning of each shift." More on that nuance below.)
  • A failed exam parks the truck. Any condition adversely affecting safety means it doesn't go into service.
  • Defects get reported and corrected immediately — not noted for the next PM cycle.

That daily-versus-per-shift distinction deserves one blunt correction, because it's stated backwards all over the first page of search results: you'll see it claimed that OSHA mandates an inspection every shift for every operation. It doesn't. The per-shift examination is OSHA's requirement only where trucks are used round-the-clock; for everyone else, the federal floor is daily. The every-shift habit comes from the B56.1 consensus standard — a best practice well worth adopting, but not the line an OSHA citation hangs on.

A quick note on the words, because they matter when you're reading the regulation or an inspector's paperwork: "examination" is the standard's own term. "Inspection," "pre-op," "pre-shift check," and "walk-around" are the shop-floor and search-engine names for the same thing — use whichever you like, but know that (q)(7) says "examined." And the rule covers every powered industrial truck — the standard's broader category, which is why OSHA's letters keep saying "PIT." A forklift is one type of powered industrial truck, not the whole category.

Two neighboring paragraphs complete the picture. 1910.178(p)(1) applies at any time, not just at the morning exam: "If at any time a powered industrial truck is found to be in need of repair, defective, or in any way unsafe, the truck shall be taken out of service until it has been restored to safe operating condition." And 1910.178(q)(1) adds who fixes it: "Any power-operated industrial truck not in safe operating condition shall be removed from service. All repairs shall be made by authorized personnel." Your operator's job is to find the defect and report it — not to improvise a repair on a safety-critical item.

One boundary worth a single sentence: this daily operator examination is separate from operator training under 1910.178(l) — where the standard requires an evaluation of each operator at least once every three years, and refresher training when specific triggers occur (unsafe operation, an accident or near-miss, a failed evaluation, a new truck type, or changed workplace conditions), not automatic re-training on a calendar.

The record-keeping myth: OSHA requires the exam, not the paperwork

Here's where a lot of well-meaning safety content gets the law wrong. A common claim is that OSHA requires daily inspections to be documented — recorded with dates and operator signatures, on a mandatory checklist form, retained for three years. OSHA's own interpretation letters say otherwise, three separate times:

  • February 7, 2000 letter: "The standard does not require documentation of a powered industrial truck examination" — and if an employer does keep records, retention "would be at the employer's discretion."
  • May 9, 2000 letter: "Although the standard requires that the examination be conducted, there is no OSHA requirement that the examination be recorded in writing on a checklist."
  • July 28, 2004 letter: confirms there is no specific OSHA requirement that a checklist be used at all. OSHA publishes sample checklists — a dozen truck-type variants plus a generic version — and states plainly that they are samples, "not a substitute for" the standards themselves.

So the compliance unit is the examination itself, not the form. There is no federally mandated checklist, no required signature, and no federal retention period for daily exam records. That last one kills a second claim you'll run into: "keep inspection records for a minimum of three years." The three-year figure isn't in 1910.178 anywhere — the 2000 letter puts retention of any records you do keep at the employer's discretion, full stop.

One separation keeps the whole paperwork picture straight. There is one operator-related record the powered industrial truck standard genuinely requires: the operator training certification under 1910.178(l)(6) — the employer's certification that each operator has been trained and evaluated. That certification is mandatory documentation. The daily examination record is not. Articles that blur the two make the daily exam's paperwork rules sound far stricter than they are — and treating the records as the compliance unit gets the law backwards: the examination is the requirement; records are your evidence of it.

Now the honest second half: document it anyway. A signed daily checklist is how you prove the exam actually happened if OSHA or an insurer asks, how you catch the operator who's pencil-whipping the walk-around, and how you spot the slow leak or recurring brake complaint that a one-off exam misses. "It passed yesterday" is not a pass today — conditions like tire damage, low pressure, and developing wheel corrosion happen between exams, which is the entire reason the rule says daily. The pre-start visual checklist (truck off)

OSHA's Powered Industrial Trucks eTool structures the daily exam in two halves: a pre-operation visual check conducted with the key off, then an operational check with the engine running. Mirroring that structure keeps your routine aligned with how OSHA itself teaches the exam. The visual walk-around, for every truck type:

  • Fluid levels — oil, water, and hydraulic fluid
  • Leaks, cracks, or visible defects — including hydraulic hoses and mast chains (look, don't put your hands inside the mast)
  • Tire condition and pressure — the deep-dive is below; this is the line most walk-arounds rush
  • Forks — condition of the fork heel, and the top clip retaining pin in place
  • Load backrest extension — attached and undamaged
  • Finger guards — in place
  • Safety decals and nameplates — present and legible. The data plate is a checklist item in its own right: 1910.178(a)(6) requires the user to see "that all nameplates and markings are in place and are maintained in a legible condition."   • Operator manual — on the truck and readable
  • Operator compartment — clean of grease and debris
  • Seat belt and all safety devices — present, undamaged, working (see the seat belt note below)

Electric vs. internal combustion vs. LP: the extra checks

The walk-around above applies to every powered industrial truck. Your power type then adds its own items — again per OSHA's eTool:

  • Cables and connectors — no frayed or exposed wires
  • Battery restraints in place
  • Electrolyte levels (wear PPE per your site rules)
  • Hood latch secure
IC trucks add

Engine compartment

  • Engine oil and coolant levels
  • Brake reservoir
  • Air filter, belts, hoses, radiator
  • Hood latch secure
LP trucks add

Tank & fuel system

  • Tank properly mounted; fits within the truck profile
  • Pressure relief valve pointing up
  • Hose connectors and tank restraint brackets
  • Tank condition — dents, scars, signs of leaks

The operational checklist (truck running)

Once the visual check passes, start the truck and run the operational half — in a safe area, before taking a load:

  • Accelerator linkage and inch control (if equipped) — smooth, no sticking
  • Brakes — service and parking
  • Steering — responsive, no excessive play
  • Drive control — forward and reverse
  • Tilt, hoist, and lowering controls — plus any attachment controls
  • Horn, lights, and back-up alarm — all working
  • Hour meter — running (it's also your maintenance-interval clock)

Anything unusual during these checks — a soft pedal, a hesitation in the hydraulics, a dead alarm — is a defect. Per (q)(7), defects are immediately reported and corrected; the truck doesn't "work through it."

The tire & wheel check done right (the two minutes most lists skip)

Every checklist on the internet says "check tires." Almost none say what you're actually looking for — and the tire and wheel line is where the exam most often earns its keep, because a tire or wheel defect is exactly the kind of failure that strands a truck under load. OSHA's eTool names tire condition and pressure as a daily visual item, and ANSI/ITSDF B56.1 (2009 ed., §5.5.1) lists the condition of tires — and inflation pressure on pneumatics — as the first items of the beginning-of-shift check. Here's the walk-around, by construction:

All tire types: wear and damage

  • Wear to the limit line. Resilient solid (solid pneumatic-profile) tires carry a molded wear indicator — commonly the 60-J line. Tire maker Camso's engineering guidance is blunt: wearing beyond the 60-J line represents a safety hazard, and the tire is due for replacement. Don't hunt for a tread-depth number in 32nds — forklift tires are judged against their molded wear line, not an automotive tread gauge.
  • Press-on tires: rubber height. Camso's published rule for smooth press-ons is replacement when the rubber reaches two-thirds of its original height. Worn past that, load capacity and stability suffer.
  • Pneumatics: tread. Replace when the tread layer is worn away.
  • Chunking, tearing, and cuts — missing lugs or bitten-out chunks of tread.
  • Cracking — heat cracking or age/ozone cracking on sidewalls and tread base.
  • Flat spots — from lockups, spins, or long stationary loading.
  • Embedded debris — screws, wire, banding, glass worked into the rubber.

Pneumatic (air-filled) tires: pressure — checked cold

Check inflation pressure before the truck works, while the tire is cold. Pressure rises as a tire heats up in operation, so an end-of-shift reading reads high and can mask an underinflated tire — and an underinflated tire carrying a rated load is effectively an overloaded tire. Check the valve stem and cap while you're there, and look for signs of tube or flap trouble on tube-type assemblies (slow leaks, a stem sitting at an odd angle). Replacement inner tubes and liner flaps are cheap insurance compared to a mid-shift flat.

Press-on tires: the band check

The one check most operators were never taught: look at the joint where the rubber meets the steel band on a press-on tire. Rubber separating, lifting, or peeling from the band — debonding — means the tire comes out of service now, before the tread lets go under load. It's a ten-second look that generic checklists don't mention.

Wheels and rims

Scan each wheel for corrosion, a bent flange, and — on multi-piece rims — the lock ring: fully seated, not sprung, not visibly damaged or heavily rusted. Here's the hard rule: a suspect lock ring or rim is a servicing job, not an operator fix. Rim wheel servicing is governed by its own OSHA standard, 29 CFR 1910.177, which applies to the servicing of multi-piece and single-piece rim wheels — never let anyone "reseat" a lock ring on an inflated tire. Tag the truck out and route it to trained service. The consensus standard is explicit about why this is a trained-hands job: B56.1 (2009 ed., §6.2.18) covers safe pneumatic tire and rim handling — assemblies deflated before removal, inflation done in a safety cage — equipment and training a morning walk-around doesn't include, which is exactly the point. Why the tire line deserves the extra two minutes: a worn-past-the-line tire, a debonding press-on band, or a corroded lock ring is a defect you find in the yard for the price of a look — or under a load for a much higher price. The examination exists to make sure it's the former.

When a truck fails inspection

The sequence is short and non-negotiable, straight from the standard:

  • It doesn't go into service. (q)(7): any condition adversely affecting safety keeps the truck parked.
  • Report the defect immediately. (q)(7): "Defects when found shall be immediately reported and corrected."
  • Tag it out and keep it out until it's restored to safe operating condition — (p)(1) applies any time, mid-shift included.
  • Repairs are made by authorized personnel — (q)(1). The operator flags it; qualified hands fix it. For tires and wheels that means your tire service provider or maintenance team, with replacement parts on hand: forklift tire parts, wheels, tubes, flaps, and O-rings.

Two footnotes on that sequence. First, "tagging out" a forklift here is shop shorthand for removing it from service under (p)(1) — it's not the formal lockout/tagout energy-control program, which is a separate standard for a separate hazard; don't let the shared word conflate the two. Second, the consensus standard mirrors the mid-shift rule: B56.1 (2009 ed., §5.5.2) likewise sends a truck that becomes unsafe during operation out of service until it's restored — same instruction, second authority.

A related rule most people don't know: replacement parts — tires included — must be equivalent as to safety with the original design (1910.178(q)(5)). B56.1 says the same thing in its own words: replacement parts, tires among them, are to be "interchangeable with the original parts and of a quality at least equal to" the originals (2009 ed., §6.2.17). Cheap isn't a defense if the replacement downgrades the truck.

Two rules people miss: idle trucks and seat belts

Idle trucks don't need a daily exam. "Daily" means days the truck works. OSHA's March 3, 2005 interpretation letter confirms that a truck that is stored or not used every day "would not require an examination until it is ready to be placed in service." Park a truck for two weeks, and the exam is due when it comes back to work — not fourteen times in between.

The seat belt line is enforceable, even though 1910.178 never says "wear your seat belt." OSHA's position, stated in a 1996 enforcement memorandum, is that employers are obligated to require operators of trucks equipped with restraint devices or seat belts to use them — enforced under Section 5(a)(1) of the OSH Act, the General Duty Clause. And removing a seat belt is worse than not wearing one: the 2004 letter ties removal of restraint devices to 1910.178(q)(6), which prohibits altering a truck by the elimination of any parts. And the obligation doesn't stop at trucks that came with belts from the factory: a companion December 11, 1996 letter extends the same enforcement policy to older trucks, pointing employers to manufacturer seat belt retrofit programs where they're available. So the checklist line is simple: seat belt present, undamaged, latches. If it's missing, that's a defect — not a preference.
